I bought a laptop security lock with a combination on ebay. It arrived without instructions. How do I set it?

It is silver-tongued with 4 rotating dials with 0 to 9 on each. There is a button that can be pushed down when the dials are set to 0000, but it cannot be depressed when any of the dials are turned.
I would acquaintance that ebay seller and ask for instructions.
If that does not work then google it as the other opine suggests.
You can also call the company that makes those locks.
